So the Life Ball is critical for the top tier and several others, but it does not win alone.
Most vs least common — does it matter?
No. With only 10 balls and ~310 draws per year, variation of ±1–2% is expected. Ball 10 at 9% vs Ball 1 at 10.6% is normal fluctuation. It does not mean 10 is "due" or 1 is "lucky".
